The artists' proposals were displayed at Smyrna City Hall on the second floor from May 1 - May 5, 2023 and then at the Smyrna Library from May 6 - May 12, 2023. The city also accepted comments through an online submission form.

The Committee to Honor Fanny Williams reviewed comments, interviewed the finalists, completed reference checks, and recommended Mayor and Council award RFQ 23-013 to the team of David Wilson, Stephen Hayes, and Michael Gonzales.
